Summary:

The Mediterranean faces worsening water scarcity due to shifting precipitation patterns and increasing demand from population and industry growth. Water accounting is crucial for understanding these dynamics, providing insights into hydrological changes, demand variations, and infrastructure needs. However, effective implementation faces challenges such as user acceptance. To address this, trust and transparency are essential. The EMPOWERMed project aims to introduce an advanced water accounting framework. This framework will focus on both the water supply and demand dimensions, integrating economic, social, and hydrological data to enhance regional water resource management. By fostering informed decision-making, it will contribute to addressing water scarcity challenges. At the supply level, EMPOWERMed will focus on water transfer projects in Morocco and Jordan, recognizing their importance in Mediterranean countries dealing with uneven spatial distribution of water resources. At the demand level, the project aims to advance water accounting in the agricultural sector given its status as the largest consumer of water. This will include setting up demonstration sites in Morocco, Tunisia, Jordan, and Turkey.
