Professional Seminar on Current Issues in the Work of Municipal and Inter-Municipal Warden Services at ZRS Koper

The Science and Research Centre (ZRS) Koper and the Faculty of Criminal Justice and Security of the University of Maribor successfully organized, in cooperation, the first professional seminar titled “Current Issues in Practical Aspects of the Work of Municipal and Inter-Municipal Warden Services” on March 17, 2026, in Koper. The event took place at the Centre for Centre for Humanities of SRC Koper.

The seminar brought together representatives of municipal and inter-municipal warden services, legal experts, and public sector representatives, who discussed current legal and staffing challenges faced by warden services at the local level. The event provided an important platform for exchanging experiences, presenting best practices, and discussing current legislation.

The morning session focused on practical aspects of misdemeanor law. Their knowledge and experience were presented by Franjo Selišnik, LL.B., Head of the Inter-Municipal Inspectorate and Warden Service, and Rafael Viltužnik, LL.B., a recognized expert in misdemeanor law and former police expert.

The discussion was moderated and led by Prof. Dr Bojan Tičar, LL.B., Professor of Misdemeanor Law at the Faculty of Criminal Justice and Security of the University of Maribor and Head of the Legal Institute at SRC Koper.

Participants addressed current issues related to conducting misdemeanor proceedings in traffic cases, exercising the powers of warden services, changes in the field of public order and peace, and novelties in the service of payment orders and decisions.

The afternoon session was dedicated to staffing and salary-related aspects of warden services. The lecture was delivered by M.A. Branko Vidič, Head of the Public Sector Wages Division at the Ministry of Public Administration and one of Slovenia’s leading experts on the public sector pay system. He provided a detailed presentation on salary determination, career advancement, performance evaluation, and the system of allowances and rewards for public sector employees.

The seminar concluded with a discussion in which participants highlighted numerous open issues and practical dilemmas, emphasizing the importance of such professional meetings for improving practice and achieving a more uniform understanding of legislation.

The event confirmed the importance of cooperation between professionals, academia, and practice, and contributed to the further development of effective and legally grounded operations of municipal and inter-municipal warden services.
